近日，大连海事大学法学院会同亚洲-韩国国际法发展基金会（DILA-Korea）在湖畔书屋召开题为“影响亚洲的关键国际法律问题”的学术研讨会。法学院副院长蒋跃川出席会议并致辞，亚洲-韩国国际法发展基金会主席、仁荷大学教授Seokwoo LEE，梨花女子大学教授Won-Mog CHOI，中央大学教授Gyooho Lee，全北国立大学教授Seryon LEE等八位韩国知名学者，大连海事大学Proshanto K. Mukherjee教授，邹克渊教授，张晏瑲教授，曹兴国教授，潘晓琳副教授，崔正焕副教授在研讨会上发言。此次研讨会分三个主题进行，分别是国际法关键问题、海洋法及海洋政策、AI及数据法。

张晏瑲主持了“国际法关键问题”这一议题下的发言。梨花女子大学Won-Mog CHOI发表了题为《U.S. Trade Policy and Korea-China Relationship》的报告，曹兴国发表了题为《State Obligations and Responsibilities for Decarbonization in International Shipping》的报告，Gyooho Lee发表了题为《Joint Authorship and Choice of Law》的报告，大连海事大学讲师李硕发表了题为《China's Position in Multi-level Cooperation on Cross Border Issues》的报告。

Proshanto K. Mukherjee主持了“海洋法及海洋政策”这一议题下的发言。Seokwoo LEE及亚洲-韩国国际法发展基金会Tae-Gil KIM发表了题为《Law Enforcement at Sea: Current Issues related to Blocking Illegal Export of Strategic Materials through the Sea》的报告，潘晓琳发表了题为《China’s Marine Environmental Law Enforcement against Nuclear Contaminated Water Discharge of Japan》的报告，大连海事大学博士研究生段星伊发表了题为《Research on the Application of International Investment Agreements to Foreign Investment in Different Maritime Zones》的报告，大连海事大学博士研究生赵晓楠发表了题为《A Discussion about the ITLOS Advisory Opinion on Climate Change and Response from Asia》的报告。

Seokwoo LEE主持了“AI及数据法”这一议题下的发言。仁荷大学JUNG Young Jin发表了题为《A Study on the Cross-Border Transfer of Personal Data》的报告，Seryon LEE发表了题为《Shaping the Future of AI Governance: Insights into Korea's 'AI Basic Law》的报告，韩国世宗研究所JoonKoo YOO发表了题为《Global AI Governance in the Context of US & China Relations》的报告，崔正焕发表了题为《Regulating Cybersecurity for Maritime Autonomous Surface Ships (MASS): Emerging Challenges and Opportunities for Improvement》的报告，大连海事大学博士研究生谭颖发表了题为《On the Boundaries of Digital Rule of Law for the Ocean》的报告。

与会的各位专家学者和大连海事大学法学院师生进行了充分交流。邹克渊进行总结发言。此次会议使法学院师生就国际法前沿问题有了一次深入地同国际学者进行学习交流的机会。同时也使韩国学者近距离了解到我国国际法的发展现状，加深了两国学者对彼此的了解。
